Canada Flags Jamaica, Bahamas in Travel Advisory

Updated Travel Advisories for Caribbean Countries

Canada recently updated its travel advisories for dozens of countries, flagging several high-profile tourist destinations for elevated caution — including Jamaica, the Bahamas, Trinidad and Tobago, Cuba, Guyana, and the Turks and Caicos Islands.

These countries now fall under the “Exercise a high degree of caution” category — a standard designation used by Global Affairs Canada when there are identifiable security concerns, such as crime or localized unrest, but travel is not discouraged.

Security Concerns in Jamaica

For Jamaica, the advisory states: “Violent crime, including armed robbery and murder, is a problem in large cities and tourist areas, including parts of Kingston and Montego Bay, despite the presence of police to counter criminal activity.”

It further notes: “The availability of firearms is widespread, and most violent drug- and gang-related crimes, especially murder, involve firearms. There is a risk of becoming the victim of crossfire in these areas. Tourists are also at risk of crimes of opportunity, especially theft and robberies.”

Crimes tend to be concentrated in “traditional hot spots” or “high-risk communities,” but authorities warn incidents can occur anywhere, at any time.

Other Countries with Similar Advisories

Other nations in the region with similar advisories include the Bahamas, Cuba, Guyana, Trinidad and Tobago, and Turks and Caicos, primarily due to concerns over violent crime, opportunistic theft, and, in some cases, corruption or strained emergency services.

Countries with Lower Risk Levels

By contrast, several Caribbean countries remain in the “Take normal security precautions” category — the lowest risk level — including Aruba, Grenada, Saint Vincent and the Grenadines, Antigua and Barbuda, Dominica, Saint Lucia, and Saint Kitts and Nevis.

Haiti: Avoid All Travel

The only Caribbean country to fall under the “Avoid all travel” warning is Haiti, where the situation continues to deteriorate.

Canada’s advisory for Haiti reads: “Avoid all travel to Haiti due to the threat posed by kidnappings, gang violence and the potential for civil unrest throughout the country.”

Canadian citizens currently in Haiti are being urged to register with the Registration of Canadians Abroad service and to ensure their travel documents — and those of their family members — are current and secure.

Understanding the Advisories

It’s worth noting that “Exercise a high degree of caution” is not a travel ban. It is a precautionary designation used widely around the world, including for countries like France, Germany, Italy, and the United Kingdom, all of which also fall under this same category.
