Haiti’s transitional council, responsible for restoring democratic order, issued a decree on Sunday removing interim Prime Minister Garry Conille and appointing businessman Alix Didier Fils-Aimé in his place.
Fils-Aimé, a former president of Haiti’s Chamber of Commerce and Industry, previously ran unsuccessfully for a Senate seat in 2015. He studied at Boston University and was initially considered for the prime minister role as a private-sector candidate before Conille’s appointment.

However, his period of office has seen the government of Haiti appear to be increasingly impotent in spite of the arrival of 400 Kenyan police officers to help maintain law and order, and a promise of 600 more that seems to have been put on hold in Kenya.
In an appearance in the BBC show and podcast Hard Talk in August, Conille seemed bewildered and talked about combating armed gangs by getting more children back to school, and argued that only two of Haiti’s ten provinces were in a state of disorder, omitting to mention that the two affected provinces concerned held most of the population, the docks, airport, hospitals, the government, and other important institutions.
Unclear Future
In any case, the situation is now very unclear in Haiti. Technically it would appear that the transitional council does not have the legal power to fire Conille, however, historically the Haitian leadership has rarely given much consideration to technicalities.
All that can be said for sure is that Haiti is no nearer to a return to a democratically elected government and that the armed gangs continue to rule the day even as Haitians face a famine that threatens to kill millions.
